Turn on the WLOC service in Settings
Installing the testing Profile is not the same as starting the service. Until WLOC is on in Settings, the Gateway has no path to this iPhone, and Test Location cannot confirm in your app.
What this means
WLOC does not use a third-party proxy app. The testing Profile adds the WLOC service to this iPhone. Apply can save a target on the Gateway even while the service is off. Location rewrite only happens after you turn the service on. If the app says WLOC service is off, open Settings, start WLOC, then return to the app.
Confirm the testing Profile is installed
Open Settings → General → Device Management. You should see the WLOC testing Profile. If it is missing, return to the WLOC app, resend the setup email, and install the one-time Safari link. After install, enable full trust for the WLOC C1 Gateway CA under Settings → General → About → Certificate Trust Settings.

Open Settings and turn on the WLOC service
Open Settings → VPN. Find WLOC C1 VPN and turn it on. This is the service created by the testing Profile, not a third-party proxy app. Do not start Shadowrocket, Surge, or another proxy tool for Cloud mode. After a restart, iOS often leaves it off — turn it on again.
- Settings → VPN → WLOC C1 VPN → On
- If the toggle jumps back off, check the Profile is installed and fully trusted
- After restarting the iPhone, turn it on again
Prefer cellular data after a restart
If you just restarted to refresh the location cache, turn Airplane Mode off, turn Wi-Fi off, and stay on cellular data. Then turn on the WLOC service. Wi-Fi after a restart can keep an old location path.

- Then Settings → VPN → WLOC C1 VPN → On
Return to WLOC and wait for the status to change
Keep WLOC open. When the Gateway sees the service, the home card changes from WLOC service is off to On · Confirm in your test app. Then open Maps or the authorized test app. If the app still shows the previous place, use the system cache guide — do not keep toggling the service.

Starting the service is the missing step, not another Profile install.
The testing Profile adds the WLOC service. Settings starts it. Until that service is on, the Gateway cannot rewrite this iPhone's location requests.
Frequently asked questions
Is this the same as Shadowrocket or Surge?
No. Cloud mode uses a system testing Profile. You do not need a third-party proxy app, jailbreak, or computer. The classic diagnostic guide for third-party tools does not apply here.
Why does Test Location look on while the service is off?
Apply can save the selected place on the Gateway before this iPhone starts the service. That is not proof the service is on. Turn on WLOC in Settings, then confirm in your test app.
The service toggle will not stay on.
Reinstall the testing Profile from the one-time Safari link, enable full trust for WLOC C1 Gateway CA, then try Settings again. If it still fails, report a problem from the device card in the app.
