Problem
Civic and emergency geofence messaging has a high cost of error. A missed alert, duplicate alert, wrong boundary, or real public notification from a test run can create operational risk.
Solution
WLOC supports staging or explicitly authorized environments where teams can save safe geofence points and verify trigger, exit, expiration, duplicate, and unavailable states. It should never be used to trigger uncontrolled public alerts.
Use WLOC in 3 steps
- 1Prepare staging geofences and test accounts.Use environments, accounts, and area rules that cannot send real public notifications.
- 2Verify enter, exit, and expiration states.Check inside, boundary, outside, expired-message, duplicate-message, and unavailable-area behavior.
- 3Keep audit evidence and restore devices.Save coordinates, message records, timestamps, app screenshots, and diagnostics before restoring real location.

Important boundary
WLOC does not jailbreak iOS, does not install system trust materials, does not include a VPN, and does not promise to defeat every app's own permissions, cache, or anti-abuse checks.
